Staff highlighted key figures: "An approximately 18% increase in the general fund budget over the prior year," a proposed millage rate increase from 4.430 mills to 5.789 mills, and the planned addition of eight new full‑time positions plus conversion of two part‑time positions to full‑time. The proposal also notes expiration of ARPA funding and conservative revenue projections for school zone camera funds. Staff identified capital funding sources including Tax Allocation District (TAD) funds and SPLOST.
Council and staff discussed a recently enacted state law capping increases in assessed values for homestead properties at inflation. Staff projected that the change will reduce city tax revenue by approximately $310,000 (about 0.323 mills), a factor staff said partially motivates the proposed millage change. Mayor Johnny Crist emphasized the need to communicate the reasons for the proposal: the city must explain "the purpose, need, and anticipated benefits associated with the increase," and show residents what services the adjustment would support.
Council requested additional materials before adoption: comparative budget percentages by department, detailed descriptions and justifications for the proposed positions, prior‑year budget comparisons, and millage comparisons with nearby cities. Staff and council agreed further public hearings and outreach will precede final adoption.
