Council gives go-ahead for Saddleback siren site; staff to refine exact siting

The City Council directed staff to proceed with the Saddleback site for an outdoor emergency siren after reviewing sound-propagation modeling and feedback from mockups.
Staff and HQE presented alternatives and explained that Saddleback provided propagation coverage that closed a gap along the Poppy Trail and matched coverage that would have required additional poles at other sites. Kevin Quimby, HQE project manager, answered council technical questions about pole diameter and foundation depth, noting that footings for the siren poles are deeper than typical electrical poles and that footing depths vary by site; he said, “The, footing of the pool is 16 feet,” during a discussion of foundation requirements.
Council members raised questions about retaining walls, easement extents and installation costs if retaining structures are required. After discussion and brief public comment, a council member moved that the city move forward with the Saddleback location and start the site-selection and contracting steps. The motion passed in a roll call in which council recorded affirmative responses.
