Staff described the project's conformance with the comprehensive plan and noted the project provides about 16.49 acres (≈22% of the site) of qualified open space and exceeds the city's amenity-point requirements. Applicant Kelly Black of Bailey Engineering presented project details including five proposed phases, continuous pathway connectivity, multiple access points from Amity Road, and distributed amenities such as pickleball courts, a playground, picnic areas and bike repair stations. The council discussed product mix and housing variety; Councilman Overton praised the mix of cottage and single-family housing as broadening local housing options. The council closed the hearing and approved the project by unanimous roll call.
