Service Director Shaw explained a unique lot-split proposal involving two parcels near Little Road where one parcel contains a principal structure and the other contains only an accessory structure. The city will permit the lot split only if the owner agrees to an accessory-structure removal agreement: obtain a building permit/occupancy for a principal structure within one year of the lot split approval, or the city may pursue nuisance abatement after two years.
Shaw said the Municipal Planning Commission will consider the lot-split itself and that staff included the agreement so the planning body understands council's expectations; the applicant has already signed and returned the agreement quickly. Council adopted Ordinance 11-2026 as an emergency measure authorizing the mayor and finance director to enter into the agreement.
