Council approves annexation and conditional-use permit for Victory Stake Center church

The Meridian City Council approved file H2026-0016 on July 28, 2026, allowing annexation of about 5.81 acres into the city with R8 zoning and a conditional-use permit to construct a 22,630-square-foot church at the northwest corner of Victory Road and Linder Road.
Planning staff said the proposal is generally consistent with the low-density residential future land-use designation and described transportation and access constraints: Ada County Highway District (ACHD) approved a single access point because of the site's shape and a planned future roundabout at Linder and Victory. Staff also noted a steeple-height condition: the zoning code allows non-occupiable steeples above the 35-foot limit but the proposed steeple (about 69 feet) exceeds the permitted maximum of 55 feet; staff recorded that as a condition of approval and the applicant indicated they would revise the elevation when applying for building permits.
Neighbors had testified previously at Planning & Zoning that demolition tied to donation of the property to the church had disrupted an irrigation lateral and that repairs cost about $18,000. Applicant Johnny Watson addressed the council and said the issue has been resolved: “A check was written for the amount, the 18,000 and something to the neighborhood group,” and he committed to surveying and monitoring the irrigation during construction to avoid future impacts. The council closed the hearing and approved the annexation and conditional-use permit by unanimous roll call.
