Council to reopen $97,000 downtown revitalization funding and authorize Con Edison remediation signatures

Planning staff told the council a previously allocated $97,000 Downtown Revitalization Fund (DRF) grant for a Peekskill Brewery project will be pulled because the brewery deal fell through, and recommended reopening that funding for new applications with targeted outreach to minority‑owned downtown businesses.
"We will pull the grant from that project," Carol said, and proposed reopening the RFP to generate new applications and take steps to explain the selection process and requirements to potential applicants.
On a separate but related site issue, staff described the K Lot area remediation needs tied to historic manufactured gas plant contamination and said Con Edison requires backbone agreements before some remedial steps. Staff requested the council authorize the city manager to sign the final remediation agreement once details (cost allocations, lost parking calculations and schedules) are finalized and presented in executive session; the authorization would be contingent on final council approval of the agreement terms.
Councilors asked for detail on how many parking spaces would be lost, remediation timing, and the form of any interim parking mitigation. Staff agreed to circulate maps and the most current agreement terms before next week’s resolution.
What’s next: staff will prepare a resolution to reopen DRF funding, expand outreach, and present the Con Edison agreement to council in executive session for review before signature authority is exercised.
