Sam Tububnia, the project traffic engineer, explained the technical approach and why the team applied a 40 mph design speed even though the posted limit is 25 mph: “So the design speed that we use is 40 miles per hour.”
Several commissioners and many public commenters said a planning‑level study should provide clearer metrics on vehicle‑miles‑traveled, peak‑hour trip generation and evacuation scenarios for the canyon. Commissioners asked staff to embed study requirements and safety goals in the plan so future developers know performance expectations for left‑turn lanes, signal timing and pedestrian crossings rather than leaving all of those details to later project design.
