Planning commission reviews Moraga Canyon specific plan study chapters

The Piedmont Planning Commission on Tuesday considered draft chapters of the Moraga Canyon specific plan in a study session led by city staff and consultants. Andrew Watkins, a partner with JCMK, said the presentation covered land-use rules, circulation, development standards and an update on the environmental review process.
Watkins said the draft ties to the city’s sixth-cycle housing element and described multiple development scenarios: “it’s anticipated to be 197 multifamily units, including 60 affordable units, and 2 single family units.” He emphasized the materials are preliminary and intended to guide discussion rather than represent a final proposal. Consultants told the commission they expect to complete environmental review later this year and return with refined drafts to the commission and city council in late 2024 or early 2025.
Commissioners asked for more specificity on traffic, safety and drainage while members of the public urged added detail on transit, bicycle safety, driveway access and evacuation. Staff said the city intends to use mitigation measures from the recent housing-element EIR where applicable and to pursue tribal consultation under SB 18 before finalizing environmental documents.
