Committee backs ordinance asking AMP to seek capped power supply for 2027–2030

The Committee voted to move to Council a draft ordinance authorizing American Municipal Power to seek a replacement power supply block for January 2027 through December 2030. Assistant Service Director Mike Testa told the Committee this represents roughly a 5-megawatt block — about 15% of the City's portfolio — and that the ordinance includes a price cap of $0.059 per kilowatt hour so AMP cannot contract above that threshold.
Testa said the current expiring supply is approximately $0.03/kWh through the end of 2026 and the market replacement is expected nearer to $0.055/kWh; the committee recommended the ordinance with a request to suspend and call at Council to allow AMP flexibility in timing.
