The council authorized a request-for-qualifications to obtain building-inspection and plan-review services that currently are performed by third-party firms (SafeBuilt/BBG). Staff said the city spends about $400,000 on those services and is bringing additional in-house capacity online with a new building official joining Aug. 17; the RFQ is intended to secure providers to augment in-house work.
Separately, council reviewed and approved a franchise agreement with Texas‑New Mexico Power. Counsel reported the franchise language had been reviewed with no changes and no increase in fees; council members asked staff to ensure the utility restores streets disturbed by work and to maintain LED-lighting standards negotiated during prior light studies.
"We are currently using BBG, SafeBuilt for our third-party plan review and inspections, and the city is spending about $400,000 currently," staff said while presenting the RFQ proposal. Both the RFQ and the franchise agreement were approved by voice votes.
