Peekskill council approves package of funding and procedural resolutions including downtown parking funding application and GOCAP hearing

The council unanimously carried a slate of resolutions (J1–J14) authorizing senior-program contracts, caregiver-support partnerships, Metro-North park-management planning, grant acceptances, DRF RFP release and a Westchester County housing-fund application to support downtown parking and affordable housing; GOCAP hearing scheduled for Oct. 28.
During its Oct. 15 meeting the Peekskill Common Council approved a series of routine and project-specific resolutions (J1–J14). Highlights include authorization for the city manager to enter an agreement for senior-nutrition funding (resolution J1); an agreement with the Alzheimer's Association to host caregiver support at the Peekskill Community Hub (J2); authorization to enter an annual park-management plan required under a Metro-North lease (J3); scheduling a public hearing on a proposed local law to override the 2025 tax-cap limit (J4); and scheduling budget hearings (J5).
The council also authorized staff to apply to the Westchester County housing implementation fund to support downtown parking-garage development for affordable housing (J9), approved release of a request-for-proposals for the Downtown Revitalization Fund (DRF) (J10) and extended program-administration services for the DRF with Ruki LLC (J11). The city accepted modest grant awards for traffic safety ($15,363) and a child-passenger safety program ($2,123) (resolutions J13 and J14). City staff said the DRF process will include an RFP, special outreach to minority- and women-owned local businesses and a selection committee to administer roughly $97,000 in DRF funds that had been allocated for local awards.
Council members read and moved the resolutions in sequence; most motions were carried unanimously by voice or roll call. The council scheduled a public hearing on the municipal government operations climate-action plan (GOCAP) for Oct. 28, 2024.
