La Marque council names Worth Ferguson acting city manager, approves unpaid advisory role for Barbara Holly

The La Marque City Council voted to name Worth Ferguson as acting city manager for the period between Barbara Holly’s departure and the arrival of the newly appointed manager. Council members stressed the role is temporary (about three weeks) and that Ferguson has previously served as acting manager.
Council also approved an agreement with Barbara Holly to provide advisory and transitional assistance to the incoming manager. Holly and counsel clarified the arrangement is not employment: she will not have authority to act on the city’s behalf and will receive reimbursement only for pre-approved, out-of-pocket expenses such as travel. Council member Joseph Lowry raised concerns about consistency with past volunteer approvals; counsel and other members explained the arrangement is specifically tailored to preserve institutional knowledge given Holly’s contract-through-a-vendor status.
"She's making herself available to respond to questions from the city and the staff to provide information, background, and transitional guidance concerning matters that arose during her employment," counsel said during the discussion. The council approved the motions by voice vote and asked staff to prepare the agreement language and next steps.
