City legal counsel presented a proposed agreement to extend water and sanitary sewer service along Monroe Street to serve new fairground buildings and recreational vehicle campsites, and asked the board to accept a utility easement to be dedicated by the fairgrounds. The board approved the agreement and accepted the easement unanimously.
Legal staff said the fairgrounds would construct the utilities and dedicate the easement to the city; the city would only become responsible for utility portions inside the dedicated easement. Counsel noted that the city council had approved a related resolution authorizing extension of utilities outside the city limits, as required under applicable statute. The motion authorized the mayor to execute the necessary documents.
No financial consideration to the city was stated; engineering and maintenance responsibilities inside the easement were described as limited to the portion dedicated to the city after construction.
