City told SFL facility likely needs full replacement; estimated cost far exceeds budget

City Manager Heidi told the council that engineers who reviewed the SFL (boat storage/related facility) building did not recommend adding additional weight to the aging structure and instead provided a rough order-of-magnitude cost estimate that greatly exceeds the current budget.
Heidi summarized the engineer’s findings and estimated costs: “It’s about a 190% more than what we have in our current budget. We're going from, like, 250,000 to 2,500,000 to fix it.” Staff said the recommendation is to replace the entire structure (including the pad) rather than attempt a large remodel, and that the city lacks funds to cover that scale of work at this time.
In the short term, the engineering and construction partners have been asked to provide temporary repair options (three coating/covering choices were cited: acrylic coating, silicone system, or an EPDM glue-down option) so the building can be stabilized while the city pursues larger funding or considers relocation of tenants. Heidi said she has contacted CDBG and will seek matching funds where appropriate and recommended a work session to explore options and impacts on tenants and operations.
Council members suggested temporary coatings to extend life through the next winter while the city works on funding and design options. Staff will meet tenants and return with options and cost estimates at a future work session.
