Council members asked about current occupancy in the Seldovia Space building and whether the intended use was manufacturing rather than a storefront. Heidi said Suite 104 is fully vacant and that the space has been temporarily used by city staff; she also noted that code allows small manufacturing uses on public property under recent changes.
Rosie Moore joined online and described her plan: “I’m basically requesting the space to, to manufacture, my soap. I’m selling online. I’m not doing, any type of storefront or anything like that.” Council raised concerns about fragrances and ventilation for other tenants, and Heidi said lease clause 24 on quiet enjoyment could be expanded to include language about scents; staff offered to reach out to existing tenants and negotiate appropriate lease language to protect current renters.
After discussion about ventilation and potential lease language to limit off-site scent impacts, Coleman moved, Taylor seconded, and the council adopted Resolution 27-02 on a roll call vote (4–0; two absent). The resolution directs the city manager to negotiate and execute the appropriate lease documents.
