The Piedmont City Council voted unanimously to amend its contract with JZMK Partners by $79,377 to add public meetings and a supplemental environmental analysis for the Moraga Canyon specific plan.
Planning and Building Director Kevin Jackson told the council the additional scope responds to new information, including a nomination that maps a cemetery overlapping the specific-plan area and several tribal consultation requests. Jackson said staff has budgeted funds for the work and does not expect the additional analysis to require a focused environmental impact report, though consultants will determine that: "We don't think it'll lead to the need for a focused EIR, but we'll do the analysis to determine that," he said. Consultant John Moreland of Rincon added that tribal consultation requests and the cemetery mapping overlap with the plan area and will require additional time for review.
Jackson outlined a timeline for next steps: staff expects two city council study sessions (targeted for January and February), a planning commission recommendation in March and city council consideration in April, aiming for adoption by the end of spring. He also noted the city's sixth-cycle housing element calls for 587 units, and the Moraga Canyon specific plan could supply up to 199 units toward that requirement.
With no public comment on the item, Councilmember McCarthy moved to approve the amendment, Councilmember Ramsey seconded, and the motion passed by unanimous voice vote. Staff said the amendment will be paid from existing budgeted expense accounts and does not require new general-fund appropriations.
