Piedmont awards $144,863 contract to Foster Morrison to update local hazard mitigation plan

The City Council on Sept. 16 approved an agreement with Foster Morrison Consulting for professional services to update the city's Local Hazard Mitigation Plan (LHMP). Fire Chief Dave Brannigan said the city adopted its first LHMP in 2019 and that the federal FEMA guidance changed in 2022, prompting a substantial update. The contract on the agenda was listed at $144,863; staff said much of the overall project cost is covered by a FEMA mitigation grant awarded to the city.
Chief Brannigan and consultant Janine Foster told council the update will be an extensive yearlong process including technical hazard analyses (wildfire, seismic, flooding), vulnerability assessments (critical facilities, lifelines, economic assets), and a robust community stakeholder engagement program. Councilmembers asked how to maximize public participation and whether insurance and wildfire-hardening measures would be included; the consultant confirmed wildfire risk, insurance implications and property-hardening measures will be part of the analysis and outreach.
Council moved, seconded and unanimously approved the contract. Staff said the work will produce an updated mitigation plan eligible for FEMA mitigation grant programs and that additional public engagement opportunities will be announced as the project begins.
