Council approves FY23'24 year-end appropriations to close the books

The council voted on Sept. 16 to increase fiscal year 2023'24 appropriations by a total of $262,998 to properly account for the year's expenditures. Finance Director Michael Scheck summarized the adjustments: workers' compensation was higher than budget by $229,006.77 due to elevated claims and an actuarial reserve change; the administration department showed an overage of $17,971 tied largely to legal fees; and the public works department required $15,350 to cover increased city engineering inspection service costs.
Vice Mayor Anderson moved the action and a council member seconded; the roll call returned unanimous approval. Scheck explained that although department spending overall was favorable, nondepartmental liabilities pushed certain lines over budget and staff recommended the adjustments to close the books and reflect accurate liabilities.
The council recorded the appropriation increases and thanked staff for the comprehensive reporting. The motion passed unanimously.
