ACPS proposes FY27 budget with salary increases and higher health costs; board asks about buses and textbook reallocations

Trump described savings achieved by removing two vacant positions and other line-item adjustments, and noted proposed increases such as a custodial contract renewal (+$67,000) and a combined utilities projection (+$50,000). When Chairman David M. Felts asked whether new buses were included, Trump confirmed the purchase of two buses with an estimated combined cost of about $316,000. Todd Robinson pressed whether reductions in textbook spending could be repurposed for software; Trump said staff were “exploring to see if those funds can be shifted but not to offset operating costs.”
The presentation also covered revenue uncertainty: ACPS expects a Composite Index change and is awaiting House and Senate budget updates in late April 2026; the county will revise its budget following state aid determinations. Board members asked for more detail on an $282,000 net-savings line, which Trump said reflected multiple items—position removals, turnover and lower healthcare projections—rather than a single offsetting cut.
Next steps: ACPS will update its submission after the Governor and legislature finalize actions in April; the county’s budget work sessions and final approvals will follow. The Board did not take a formal vote on the ACPS request at the work session.
