During public comment, Rilla Reinsma asked whether the district had an operating reserve and whether the recent pickleball funding came from capital reserves. She asked, "Do we have any money in an operating reserve account? And if so, how much is that?" Staff clarified that the pickleball project used capital project funds (a transfer from the general fund to the capital reserve fund) rather than operating reserves.
Rilla and other residents also questioned whether the irrigation system was MA-owned (and thus MA's responsibility for replacement) or MD-owned. Staff stressed the current conversation concerns assessment costs; ownership and replacement responsibilities will be clarified as staff and the MA determine cost shares.
