Staff told the board three firms responded to an RFP for a community‑wide irrigation audit covering roughly 116 acres; "3 RFPs were accepted. They ranged in price basically from about 108,000 to about 157,000," Jack said. The audit would inventory and map systems, assess condition and remaining useful life, identify water‑savings opportunities, and give order‑of‑magnitude cost estimates to inform capital planning.
Board members and Master Association representatives discussed asset ownership (which party owns which components), where immediate ROI opportunities exist, and whether the district should fund an assessment it may not be able to afford to implement immediately. Public commenters asked staff to ensure the audit flags areas that could be decommissioned or reduced to save long‑term costs.
