He explained a year‑one limited scope that keeps the district's out‑of‑pocket medical commission at 0 and proposed a $2.50 per‑month PPM add‑on for the district's self‑funded dental family tier, estimating that the dental increment would amount to a modest per‑pay‑period cost spread across roughly 700 employees.
Board members asked whether the model would produce measurable savings in year one. Tillman said the work initially focuses on population management and education, noting that "you can't tell what that's gonna resolve year 1" and that savings from large claim reductions are more likely after year‑one efforts and potential later administrative changes. He also described the ability to run RFPs for ancillary lines and, in year two, to consider BIN admin and further outsourcing of HR‑adjacent functions.
Tillman framed the Fleet arrangement as a master contract with district‑specific exhibits: the master services agreement would be with Fleet and a Highlands exhibit would define the scope, allowing the district the option to replace an effectuator later if needed. The board did not vote on selecting a contract effectuator in the July 28 workshop.
