The Juno Beach Town Council voted 3–2 on July 29 to nominate the town's current interim manager as town manager if council negotiators can reach a favorable contract.
Mayor Santilli, who led the push to negotiate with the interim manager rather than prolong interviews, said continuing the process risks losing candidates and carrying a cost. "It would cost us about $15,000 to bring 5 candidates, airlines, hotels, meals, railcars, 2 or 3 days of time," Santilli said during the discussion. He argued the town is in hurricane season and in the midst of major work and that the interim manager has performed well.
Vice Mayor Pro Tem Halpern and Council member Frasier voted no, saying the council owed residents a fair, open interview process and expressing transparency concerns about the interim appointment. Halpern warned that "it would be unfair if we bypass that process and bypass public input" and referenced anonymous emails circulating about the interim manager.
The motion was made by Vice Mayor Davis and seconded by Council member Shaw. The clerk conducted a roll call: Mayor Santilli — Aye; Vice Mayor Davis — Aye; Vice Mayor Pro Tem Halpern — Nay; Council member Frasier — Nay; Council member Shaw — Aye. The motion passed 3 to 2.
Council members said the nomination is conditional on reaching agreeable business terms in contract negotiations, and they scheduled a workshop to discuss contract parameters before finalizing any hire.
