Resident warns commission a proposed Moraga/Red Rock signal may fail Caltrans 300‑ft stopping‑distance standard

At the meeting’s public forum, resident Ralph Catalano told the Planning Commission he believes a consultant’s recent analysis conflicts with a 2010 environmental finding on stopping sight distances.
“I urge you to make clear to the staff and city attorney now that you will not make any recommendation until the safety of stopping sight distances on Moraga has been competently analyzed and clearly explained at public hearing to you and your constituents,” Catalano told the commission, citing Caltrans guidance that equates corner and stopping sight distances for signalized intersections and identifying 300 feet as the standard.
Catalano said the consultant dismissed the earlier EIR finding without detailing the error and recommended the commission insist on a public, competent explanation. Commissioners responded by asking the consultant team to return with a point of view on whether the standard was properly applied and to provide additional analysis as needed to inform any RFP or developer selection process.
The consultants and staff did not resolve the issue at the meeting; the commission requested follow‑up public explanation and analysis before making any recommendation on that segment of the circulation plan.
