The Needham Planning Board on July 28 reviewed two proposed zoning articles intended to curb oversized 'large-house' forms.
The first proposed change would limit attic or third-floor areas measured over five feet in height to no greater than 50% of the second-floor area for new construction and for major rebuilds that trigger new-construction thresholds. As one board member summarized the intent: "attics should be limited to the areas that are measured over 5 feet, shouldn't it be no greater than 50% of the 2nd Floor for new construction." The measure is aimed at reducing excessive attic volume used as additional living area.
The second article refines how building height is measured so pitched and flat roofs are treated consistently and adds tighter controls for flat‑roof upper areas (an "upper roof" set back from side walls with a proposed average-grade limit around 27 feet). The objective is to allow modest upper-level pop-ups without permitting a flat‑roof volume that reads as an extra full story from neighboring lots.
Board members supported the technical direction but emphasized public outreach clarity. Several asked staff to prepare visual examples—before/after sketches or photos marked up to show what would and would not be allowed—so voters at Town Meeting can easily understand the changes. The board expects to vote on transmission to the Select Board in the next meeting cycle.
