Commission approves SLSCO backup emergency logistics contract after Ashbrook protest

The Monroe County Board of County Commissioners voted to approve a three-year contract with SLSCO Limited to provide backup emergency management logistics services effective Oct. 15, 2025, after hearing a formal bid protest from Ashbrook. Art Smith, speaking for Ashbrook, urged the board to reject the award and reissue the RFP, saying evaluators had marked the company down inexplicably between two solicitations.
"I request that you reject all bids and send this back out to RFP," Art Smith said, outlining what he described as a 26-point reduction by one evaluator that changed Ashbrook from the recommended award to a non-recommended position. County counsel and procurement staff responded that score variation without evidence of illegality, fraud, or misconduct does not meet the legal standard to overturn an award. County counsel told the board, "This is a bid protest and, unless your decision is arbitrary or capricious, a court will not overturn or disturb your decision on the matter." The board approved the contract on the motion; roll call recorded Commissioner Katz: yes; Commissioner Lincoln: yes; Commissioner Raschein: abstain; Commissioner Rice: yes; Mayor Scholl: yes (motion passed).
