County approves contract moving transportation‑disadvantaged services to Guidance Care Center

Monroe County commissioners on Sept. 3 approved an agreement to place several transportation‑disadvantaged programs under the county’s Community Transportation Coordinator, the Guidance Care Center, as part of the FY2026 budget process.
County staff introduced item G‑1, which included multiple line items for transportation services. The agenda listed $842,963 for a state‑mandated community transportation contract, $9,172 for the Innovative Service Development Program, $210,740 for Baker Act transportation, $22,781 for coordinator‑related services and $600,000 for the Social Services Transportation Disadvantaged Program operating in FY2026. The county attorney later noted a transposed figure in the public record: the correct contract backup shows $842,693.
The Guidance Care Center presenter said the change will “streamline services” by placing the Social Services Transportation Disadvantaged Program under the single CTC umbrella while maintaining existing offerings and schedules. “None of the offerings under the program as it is under social services are gonna change,” the presenter said, adding GCC will begin receiving applications Aug. 22 with the agreement effective Oct. 1 for the fiscal year.
A motion to approve the agreement was moved and seconded; the clerk then called the roll and the motion passed with one abstention. The county attorney confirmed the post‑vote correction of the $842,693 figure and asked whether the corrected amount changed any votes; commissioners answered no.
The contract consolidates county and GCC transportation services intended to keep vulnerable residents able to reach medical appointments, social services, and essential destinations five days a week, staff said.
