The Sheridan County Commission on April 21 approved the county's impact report for a petition to de-annex 6.99 acres from the Town of Dayton.
County Planner Mark Reid said the county's role is to prepare a 60-day report detailing potential impacts on county services, land use and municipal services and explicitly will not recommend for or against the de‑annexation. "the county must prepare a report within 60 days outlining the potential impacts on county services and planning," Reid said. Commissioner Holly Jennings moved to approve the report and requested that Dayton require a record of survey as part of its review; the motion passed unanimously.
Public speakers at the meeting raised concerns: Dayton resident Norm Anderson opposed the petition, saying when the property was annexed the town "could have grown with conservation easements, but now there is no room for growth in Dayton." Dayton Mayor Clifford Reed cautioned the commissioners that de‑annexations can set a precedent for other owners seeking lower taxes and potential fragmentation of town limits. The county's report will be transmitted to Dayton; any final decision rests with the town council.
