Eric opened the floor for nominations for chair and a supervisor nominated Hayden Fields, but the board proceeded to elect David Phelps in an in-person/general (non–roll-call) vote the board reported conversationally as 4–1. After the vote Phelps said, “I don't think it's a conflict of interest to vote for yourself. That's just my opinion.”
The board next moved to nominate and approve a vice chair. The board approved Todd Robinson by voice/raise-of-hand; the chair noted the results in discussion as four in favor with one opposed and one abstention recorded in the informal exchange. The supervisors approved the bylaws and board rules as a package in the same set of organizational actions.
Why it matters: the elections establish leadership and the procedural framework for the board's 2026 work. Supervisors also flagged concerns about timing and transparency in officer voting during the discussion, and several members asked staff to circulate committee meeting schedules before any reassignment of committee seats.
