David Rowe, the county's health benefits advisor, presented benchmarking that showed Amelia County funds roughly 96% of employee-only insurance but covers a smaller share of dual (spouse) and family coverage. He urged the board to consider moving more toward regional averages for dual and family contributions over the next two years to improve recruitment and retention.
Rowe described the county's arrangement through the Commonwealth's Local Choice health program and noted the state's buying power yields competitive rates. He told the board, "So we fund 96% of the employee only cost for our employees," and suggested the county evaluate whether to close the gap on dual and family contributions to remain competitive with neighboring localities.
Board members asked for additional detail on percentages, plan designs and where Amelia's figures sit compared with a wider set of comparable counties; staff agreed to provide follow-up benchmarking and to examine how many new hires come from different employment backgrounds.
