Board approves third amended PPRTA agreement to align town projects with voter-approved lists

Town staff presented a memo and an updated intergovernmental agreement (IGA) with the Pikes Peak Rural Transportation Authority (PPRTA) to reflect projects voters approved on Nov. 8, 2022. The manager explained the IGA's purpose: to allow member jurisdictions to use RTA funds for approved capital projects and to clarify how A/B/C priority lists direct project sequencing. "We have to make it through our A list projects before we can move on to our B list projects," staff said, adding that RTA funds will help the town pursue larger grants but will not by themselves fund all high-cost projects.
Trustees asked about deliverables and the readiness of specific projects like the UPATS bridge and El Paso Trail/Iona Avenue improvements. Staff said some engineering is already complete for A-list projects but that the town may seek second opinions before prioritizing and that RTA funds are attractive because they improve grant competitiveness. By voice vote the board approved moving forward with the 3rd amended and restated IGA.
