Representatives from Visit Comfort presented a four-page proposal and asked Kendall County for $25,000 to help market Comfort and surrounding unincorporated areas as part of an economic-recovery and visitor-traffic strategy. Missy, the Visit Comfort representative, said the organization would focus on business education, nature-tourism advertising, wayfinding signage and updated park pages, and argued that a small promotional investment can produce outsized local spending via a multiplier effect.
Commissioners debated the legal constraints of giving county money to a nonprofit and the need for a service agreement. General counsel noted the county can fund work directly under a contract that specifies what the county receives (data, reporting, deliverables). Because the court needs time to finalize contracting details, it tentatively earmarked $5,000 in the proposed budget now with instructions to staff to draft a service agreement and return with terms.
