Summary

The legislature voted unanimously to authorize a public hearing on a proposed local law amending Real Property Tax Law (RPTL) §467 to expand the low-income senior property-tax exemption from 50% to 65.
Christie Bianconi, who moved the measure to schedule a hearing, said the change would help seniors on fixed incomes remain in their houses and noted that the City of Ithaca adopted a similar expansion unanimously last year. In presenting the measure, she said the proposed increase would cost the median homeowner about $2.36 per year under the analysis presented to the legislature.
The motion was procedural — authorizing a public hearing rather than adopting the local law — and will return for further debate and a vote after the hearing and any required analyses. The chair emphasized that the item on Feb. 3 was to set the public hearing date, not to finalize policy.
Legislators who spoke in favor cited the housing snapshot’s findings on insufficient senior-affordable units and framed the hearing as a step to give residents an opportunity to comment before any final decision.
