City says Cascadia Partners inventory and PSU projections guided draft housing code

Gunther said Cascadia Partners compiled a buildable lands inventory under a state grant and that Portland State University population projections provided the 20-year growth baseline used statewide.
"They looked at what we had to work with inside our city limits and our UGB," Gunther said, describing acres by zone and classifications of underdeveloped, fully developed or room to grow. The inventory showed Yachats is rich in R-1 lots but lacks recent multiunit development in higher-density zones, which informed the housing needs analysis and subsequent implementation planning.
Gunther told residents the analysis is available on the city housing web pages and staff had consolidated deliverables there. She framed the draft code as a working document that will be refined through public hearings and commission deliberations before any recommendation to city council.
