Planners explained that the historic district is an overlay that can trigger additional review by the historic preservation board and that the CRA (community redevelopment area) functions as a tax-increment financing district that can underwrite grants for downtown projects.
"The CRA is a TIF district... basically the tax rate is frozen, and anything above that that gets paid into the CRA is then redistributed into the community for grants," a planner explained while showing the overlay maps and the proposed CBD boundary. Residents said that the maps displayed were not always current and asked staff to provide updated overlays that reflect recent opt-outs.
Planners said some of the architectural standards residents cited come from historic-preservation and CRA requirements rather than the CBD text itself, and staff agreed to post the presentation and updated maps on the city website so property owners can see which overlays apply to specific parcels.
