Town staff presented a quick calculation of the combined impact of the operating budget plus warrant articles and said voters could see a tax‑rate change from $3.21 to $3.78 per $1,000 if every warrant article and the operating budget passed.
"It looks like, all in the tax rate would go from $3.21 to $3.78 if everything passes," staff said, adding the dollar change represents about $0.57 per $1,000 of assessed value. Committee members cautioned that comparing $3.14 (operating budget only) to $3.21 (current number) in some slides risks confusing voters because some slides include warrant articles and others do not. Several members recommended repeated footnotes and consistent language so citizens understand which numbers include enterprise funds, school and county components, and which reflect only the municipal operating fund.
The committee also discussed petition warrant articles (advisory in nature unless they attach money) and noted one petition with a fiscal impact — a consultant to examine municipal government — that will be included in the materials for voter consideration. Staff will update slides and add explanatory footnotes to distinguish general fund versus 'all funds' calculations.
