"So the starting point of the default budget, in the New Hampshire DRA portal is $33,858,044," staff (speaker 5) said, explaining that previously approved collective bargaining wages automatically roll into the default calculation. He said the net increase in the default calculation was about $185,603 after adding the collective bargaining amounts and then adjusting department changes such as 0.5 FTE fire staffing, nine months of a deputy chief and reductions in debt service.
Committee members repeatedly asked why the number on the ballot and the DRA default appear different and asked for clearer language in materials for voters. Staff agreed to provide line‑by‑line explanations and to update the packet; members said the default mechanics — in which past negotiated wage items can restore previously cut amounts — must be explained repeatedly to avoid voter confusion.
