Discussion ranged from the technical scope of the consultant work to the long-term question of whether to build a $15 million shelter or adapt existing facilities. Administration representatives said the state requires shelter-specific use of HHAP funds, and that the county must apply for the funding window in spring; committee members indicated continued debate in 2026 about scope and fiscal priorities.
