The legislature approved a resolution authorizing limited commencement of construction on a planned 55 Brown Road solar array in order to preserve approximately $300,000 in tax credits that require construction to begin by Dec. 31. Administration explained that Cornell, the property's ground lessor, has added insurance requirements to a draft lease amendment; those requirements remain under negotiation and might not be completed before the tax-credit deadline.
Administration said the authorization is narrowly framed to protect the tax credit opportunity and would proceed only with Cornell's consent; the draft lease amendment and insurance implications will return to the legislature for review and approval before a final ground-lease amendment is executed. Jennifer Tavares from Cornell’s community relations office said Cornell has been working with county staff "and I do think we have been trying to move this forward and resolve these issues as timely as possible." The resolution passed (recorded vote 12–2). Members asked administration to provide estimates for additional insurance costs that Cornell has requested before finalizing the lease amendment.
The measure also authorizes retroactive approval for EV chargers on the site and directs administration to return with the fully negotiated lease amendment for legislative review.
