The council adopted an urgency ordinance amending the city development code sections related to accessory dwelling units (ADUs) and junior accessory dwelling units.
The city clerk opened the public hearing and read the ordinance title and related code sections, including staff’s determination that the action is statutorily exempt from CEQA under Public Resources Code section 21080.17. Councilmember Perrotta moved the ordinance and Councilmember Bowman seconded; the electronic vote passed 5–0.
Staff told the council the changes clarify supplemental land‑use regulations for ADUs and align the development code with state and local policy aims. No public speaker provided a blue slip on the item and the hearing was closed before the council voted.
