Scott Lyons of county community development described a proposed island annexation into Garland City for a 3.7-acre parcel (parcel 06-113-0007) where an owner with an existing Garland City water tap proposed building a single-family home.
Commissioners questioned whether a culinary water line already existed, whether Garland Fire would respond there, and whether the narrow, substandard road would meet fire-code minimums (20-foot all-weather). Staff noted one adjacent-property opposition letter and said the city handles legal noticing; commissioners asked staff to coordinate with Garland about emergency access and responding agencies. Commissioner Lee Perry moved to table the annexation until the next meeting so staff could obtain additional info; the motion passed.
