Commission approves integrated mental-health and substance-use area plan; receiving center planned

Trevor Cook of Bear River Mental Health described the area plan the state requires for local mental-health and substance-use services, including how mandated services will be delivered and how counties coordinate care. Cook said the plan adds integration for substance use and lays out case-management priorities to connect clients to housing and treatment.
Cook also described a receiving center for short-term stabilization that will be located in Cache County but serve a three-county area; staff described it as a voluntary, 23-hour stabilization facility where individuals can access detox and case management and be referred to community resources. The commission voted to approve the area plan after a motion by Commissioner Lee Perry and a recorded second by Commissioner Bingham.
