Erica Madsen, the department director, presented a Draft Policy for Cultural Events and Committee Responsibilities, saying the document consolidates operating procedures for volunteer committees and reflects current practice. "This policy represents our current, operating procedures for our committees," Madsen said, noting the Arts, Culture and Entertainment Committee reviewed the draft and offered mostly minor edits.
Councilmembers asked clarifying questions about committee roles, attendance expectations and escalation processes for volunteer conduct. Madsen said staff will incorporate feedback โ including conflict-resolution language and attendance provisions โ and circulate a revised draft. She added the policy is intended to guide staff operations rather than require formal council adoption: staff will use it administratively and return if changes become material.
