DeKalb County is giving each participating city a fiberglass cow and a $5,000 stipend under a public-art program commissioners discussed July 23. The Chamblee Public Arts Commission reviewed the program guide, financing suggestions and a short turnaround for selecting an artist.
Staff said each city receives a $5,000 grant and suggested an artist fee of $3,000 with the remaining $2,000 for transportation, installation and ancillary costs. Commissioners emphasized wording the RFQ to favor artists who live or work in Chamblee so the cow will be decorated locally and avoid long-distance transport. "Each city will receive a $5,000 grant to support the project," staff said.
Members debated possible locations and ranked their top options: DeKalb County Library in Chamblee as the primary site (visibility and potential partnership benefits), Arrow Creek Park as a strong city-owned backup (easier permitting), and a rail-trail/Bay Walls site as a third option because of installation ease. Commissioners volunteered to help with outreach, transportation logistics and promotion; staff will reach out to property managers and prepare a staff recommendation to present to city council.
