Council approves design funds for Heath Ditch improvements; OHM Advisors to design project

Council approved spending up to $40,650 to hire OHM Advisors for surveying and engineering services for the Heath Ditch Improvement Project, a two‑part effort to repair channel sections and make walkway and ADA improvements in a cut‑through between Williamsburg and Olander Park.
Public Service representative Barnes described the project scope: widening a narrow path from roughly 3.5 feet to 5 feet, replacing stairs with a ramp, improving railings, repairing a timber retaining wall and performing channel maintenance for parts of the concrete channel that are deteriorating. Barnes also noted that work inside the 10 Mile Creek petition ditch can be credited against the city’s 10 Mile Creek assessment. “Basically, what we’re hoping to accomplish here is improve our sidewalk widths,” he said.
Because the design quote was below the Ohio Revised Code threshold requiring an LOI, the city was able to select OHM Advisors directly. Council introduced and adopted Ordinance 16‑2026 as an emergency measure to accept the proposal and appropriate funds; the ordinance passed by voice vote.
Council and staff said the design would proceed in 2026 with construction targeted for 2027.
