Avalon planning staff recommended and the commission approved a site-plan variance and coastal development permit for work at 108 Middle Terrace Upper that would add about 237 square feet of interior space and small deck additions, and would reduce the east-side minimum setback to 4 feet 9 inches and the rear setback to 0 feet at the deck edge. Staff reviewed historic variance precedent in the terraces and said the additions would not increase the number of bedrooms (the unit will remain a three-bedroom home) and therefore would not require additional water allocation.
Staff reported four letters in support and one letter questioning the legal number of units on the property. Two commissioners (Romero and Sterling) recused themselves from this item because their primary residences lie within 500 feet of the project site; staff recorded the recusals for the record before proceeding. Staff recommended adoption of Resolution No. 2609 to approve planning application 2912, and the commission voted to approve as recommended.
