The Ross Valley Sanitary District Board on Feb. 18 authorized the General Manager, subject to counsel review, to execute a consultant services agreement with West Valley Construction for ESDC (design and engineering services during construction) on the Lower FM‑14 Bypass Force Main Replacement Project (#961) in the amount of $91,120.
The motion (Gaffney/Boorstein) passed unanimously. Senior Engineer Benedetti introduced the item and recalled a spill last year caused by a defect in the bypass force main; the proposed work will replace the pipe and add measures to mitigate similar failures in future. Board members and staff discussed causes of the prior pipe failure during the agenda discussion.
Why it matters: the force main is a critical conveyance; replacing and hardening the bypass main is intended to reduce the risk of future spills and emergency repairs. The Board approved the agreement after staff said the consultant will provide design oversight and engineering support during construction.
