Montrose council approves emergency response plan update and resilience assessment, estimates $19,750 cost

The City of Montrose City Council voted July 13 to approve an updated emergency response plan and a Risk & Resilience Assessment required for communities over the EPA threshold.
City Engineer Jared Volge explained the two components and the compliance timeline, saying there are two required submissions and "there is a estimate of 19,750 to complete the plan and submit that, to the Department of Health as soon as possible." He said the emergency response plan is due Dec. 30 and the risk and resilience assessment must be completed beforehand.
Volge said the work will identify hazards, assets, and the agencies and personnel responsible for response actions. He recommended the council approve the plan and assessment so staff can finish the documents and coordinate a joint review with emergency management, the fire department, and the sheriff's office. A motion to approve passed 4-0.
Council discussed convening the emergency management team for an internal review after the documents are complete. Staff said the work will require input from the fire and sheriff's departments and will produce a deliverable and priority list for the city's water-system assets.
