Finance staff explained that the 10‑year stormwater master plan and a rate study support a $27 per EBU assessment for tax year 2026; most single‑family homes in Orange City qualify for four EBUs, which would raise the typical annual assessment by about $16.
The council moved, seconded, and approved the preliminary rate resolution on a roll call vote. Staff noted the TRIM notice will serve as the required first‑class notice in August and that the rates approved tonight are the maximum rates that can be adopted at the final public hearing in September.
