Council sets proposed millage at 7.2387 mills to preserve budget flexibility

Finance staff explained that Florida law requires the council to set a proposed maximum millage by Aug. 1 and recommended adopting the current 7.2387 mills as the proposed maximum while continuing to work toward the lower staff budget rate of 7.0387. “The proposed budget that was, delivered to you this evening is balanced using a rate of 7.0387,” staff said.
Councilmember (speaker 5) moved to adopt resolution 443‑26 and set the proposed millage at 7.2387 mills; the motion included confirmation of the first public hearing on Sept. 9, 2026 at 6:30 p.m. The motion was seconded and passed on roll call with affirmative votes from Council members Richardson, Darmes, Knight, Stafford and the vice mayor; two members were absent. Staff noted adopting the higher proposed maximum preserves roughly $265,000 in optional revenue while the working budget assumes the lower rate.
